[He's the inventor of the twin laser beam shooting assassin robot], Dr. Hypno? [He has an hallucinogenic gas that causes people to see monsters], A mad scientist? (poor schmuck doesn't even get a name) [He releases some giant birds as a cover for his bank robberies], The Baffler? [A Riddler wannabe that has this truly baffling exchange with Batman].
